He's not picking you up -- he's doing his job. If he's a good doctor, he won't date his patients. I'm pretty sure that's part of the Hippocratic Oath, which is a list of ethical medical practices some Greek guy named Hippocrates wrote and then arrogantly decided to name after himself. I'm pretty sure one of the rules is, "Thou shalt not get it on with thy patients." So if he broke this rule he'd be...wait for it...a hypocrite. Sigh. That made my day.
On the other hand, I'm sure plenty of doctors bend the rules for love. (Dr. House breaks several of the oaths every week on TV.) That said, I wouldn't recommend pursuing anything romantic, even if he was flirty. Seems like trouble if he's also your doctor. (He could potentially lose his medical license and/or set himself up for a malpractice suit.) At the very least, switch doctors before you try to see him outside of the office.
Also, bear in mind that should anything romantic happen, he's already seen you naked. (Hopefully he won't keep you waiting in the bedroom after disrobing. Doctors take forever. And are they even writing anything on the notepad? I always assume they're doodling or writing their lunch order for the secretary.)

That seems to go against HIPPA (sp?) guidelines. Even if it's not her personal doctor, if he's in the same practice he would have access to her charts and files, and that would be a major ethics issue if they started to date. Boundaries could be crossed, and she could get hurt. Plus, as Nick pointed out, he could lose his license.

If she is a patient of his, or even a former patient, he would get in serious trouble with the medical board (if they found out). So if that is the case, then he probably didn't mean it in a romantic way. And if he did, would you really want to date someone who would cross that ethical boundary?
It's not illegal for a doctor to date a patient. It doesn't violate HIPPA or the Hippocratic oath, and it wouldn't cause him to lose his license. Doesn't anyone watch Lost? However, it's not considered appropriate if the doctor is hitting on a patient in the office during work hours. If it happened outside the office, then it's just another guy trying to ask out another girl.
While I would never call into the question the realism of a show that revolves around a smoke monster and a magic pool of water, I think some doctors might disagree with you. He may not lose his license, but it absolutely sets him up for a malpractice lawsuit if she's an ongoing patient and things go sour. Dating patients happens, sure, but plenty of doctors don't like to mix their personal and professional life.
A bad break-up isn't grounds for a malpractice lawsuit; gross negligence or improper medical practice is. I agree that most doctors do not want to mix their personal and professional lives, but it can happen, and it's not the worst thing in the world, as it's being portrayed here. And again, I agree that she should consider switching doctors if that's the case. I also wanted to point out that not all doctors see their patients naked. There are optometrists, pharmacists, podiatrists, etc. who never see that side of their patients.
