Yes a guy can feel a girl's boobs when he hugs a girl but it's not a classic 'cop a feel' maneuver, such as stopping short. The problem is that usually whatever the girl is wearing tends to block the direct feeling of the boobage.
It does sound to me like you must be very large proportioned if guys are consistently giving you side hugs (something I cannot remember doing even once in my life), perhaps that is the only way they can get their arms around your body.
Short of wearing 80s style spikes on your shoulders, avoiding side hugs might be a very difficult task. Have you considered not letting guys hug you at all?

What? There are several types of hugs. The one that is between a man and his woman. Full frontal his arms around her back is chest and pelvis pressing against hers. Second type male to female friend or female relation. He places arms around female but does not squezz hard or long and bends slightlyy forward to avoid pelvis contact. The third type is a hug between a male and female when his woman is near or watching or has friends watching. Those are the side hugs. The male wants to make it really clear to the female and observers that this contact is friends only and not sexual.
Big boobs has little to do with a side hug. It's the entire situation that generates a side hug.
I really stopped the mass hugging when I got out of high school. I rarly hug my friends, unless I haven't seen them in a long time.

I had a friend in highschool that did the side hug constantly. I think i finally figured out his game though.. EVERY single time he'd 'accidentally' brush his hands against my boobs when pulling away. So i figure it's kinda his spastic way of grabbing boob. Let's just say i avoided hugs with him all togeher after that.
