I would definitely agree with your boyfriend. Oral sex is way more personal and thus more hurtful. However, I think men and women see this very differently. For a woman sex is almost always very intimate and personal, while for a guy a lot of the time he's just getting his rocks off, so it's not that big a deal for him. As to the original argument, what could be more personal than the proximity between your face and someone's crotch? Seems pretty intimate to me.
