Some guys will definitely notice a pedicure. I'm not one of them unless some zany color schemes or eccentric designs are on a woman's toes. However, we (men) DO notice when a woman has jacked up feet. I think people in general notice really jacked up toes because it just seems wrong to walk out in public with them. But further, men kind of have a baseline of what we expect a woman to have in terms of aesthetics. A woman with toenails built for chopping down trees is not in that list.
I think that if you do what you say, which is do what most women probably do, no man would be upset or think your feet are tragic.
But like most things, its only a big deal to people it's a big deal to. If a man wants his woman to have manicures and pedicures all the time, and you don't, it might be an issue for him. But I'd guess those men are in the minority.
Again, though, if you're feet have more issues than Jet Magazine and seem to be crip-walking and/or doing a Dougie you might want to rock a noseplug and get your toes upgraded.
Panama is dead on. What I notice or care about is when something is seriously amiss. In other words I'm OK with my girlfriend going without nail polish or hair dye or jewelry or certain kinds of makeup... but if any of them go from "clean & neat but unadorned" into "dirty and seriously neglected" territory THEN I will take notice.
