Well you could duplicate what I did. Take her to your local team's baseball stadium and have Derek Jeter re-enact the Leo and Kate death scene from Titanic with Alex Rodriguez while Celion Dion sings "My Heart Will Go On." Afterwhich you hire a trio of F15 Fighter Jets to roar overhead and disperse 200 tons of rose petals. Afterwhich you get on John Mayer's knees and propose to her. Or we think of something else.
Here are five other options depending on who she is/who you are:
Take her to a live show and pre-arrange that they stop and invite you up on stage to declare your undying love for the bride to be in front of the crowd.
Create a sweet and fun elaborate scavenger hunt for her around nearby towns and parks that build on your love and history together, and culminates with a stunning ring on a beautiful bench in the middle of the woods.
Back out of casual dinner at her parents house only to surprise her by arriving 30 minutes later in a full tuxedo and limo. There, you will ask for her hand in marriage surrounded by her friends and family. Then, you will enter the limo and go out to eat at the best restaurant within 45 miles.
Record yourself singing her a song you made up about how much you love her. Watch it with her. The song should end with you, saying, "well, go on ask her." Then drop to your knee and ask her. Time it so that the video then waits 2 minutes and starts serenading you with a song of congratulations.

I think your approaching this the wrong way. Nobody should know her better than you right? So propose in a way that is specific to her.. or you as a couple. Only you can know what that is. It doesn't have to to be some big flashy event. Sometimes simple.. but well thought out and specific to her likes would be best.
You know how they say sometimes the smallest well thought out presents make the greatest gifts? If it were me.. I would want a proposal around those lines. Make it a private setting.. public proposals are overrated.. and it puts pressure on her.

Just propose. The simpler and more genuine it is the sweeter it is. Believe it or not, we don't need skywriting and all that sort of thing in order to say yes. Sometimes that stuff is just more cringeworthy than romantic
My guy proposed while I was doing the dishes. I was wearing pjs, I had dirty dish water all over me, my hair was a mess, and I had just got done being grouchy at him for getting home late (he had been picking up the ring from his sister's house). Most romantic moment of my life. Sometimes simple can be perfect.
Ack! Unless you're positive she'll dig it, DO NOT propose to her publicly! It puts pressure on her to say "yes" whether or not she wanted to, and the very fact that you proposed to her publicly may make her not want to. Sweet, simple and private is the way to go.
Me and some of my BFFS helped out another of my BFFs boyfriend propose, we did a really large banner that said Marry Me ??? And we waited on a pier for them to pass by, he rented a speedboat tour ( but u an do it on a ferry of a tour boat ( if you live in a place that has water of course) and when we saw them getting close to the pier we put the banner up and he said look at that and she's like I cool someone is porpoising and his like no look and she's like yea cool and his like NO LOOK and she's like ooohhhh my friends so he goes will you ??? And everyone that was on the pier started clapping and stuff it was really fun.
Another friend might propose on a plane, he and my friend are going on a trip so his going to ask the captain to tell like oh the wheatear in sour destinarion is bla bla able bad we have an announce on seat bla bla from X person to C person and he will propose,
Just make it fun and unique you can't go wrong with it .... Involve something you guys like doing together
