There are a few reasons why a dude might call a girl by her last name. As you note, one of the reasons is in fact a playful flirtatious gesture. But let's make sure that's the reason and not one of the other possibilities listed below.
Note: the first three can all fall under "just one of the guys."
1. You have one of those last names that are just fun to say: Polish names like Kowlaski or Greek names like Papagiorgio, Jewish names like Lipschitz.
2. You share a last name with a famous person: "Hey, Hilton, what are you up to tonight?" " Yo, Clinton, where you been?"
3. Your name is badass and is just a pleasure to use: "Stonewall, what's up?" "Steel, what's the deal?"
4. There is at least one other girl in your friend group that shares your first name.
5. Your first name is hard to pronounce: "Hey, Giuliannamaria, are you free tonight?" "Aishwarya, you look really nice."
If you can cross out all of these, then I say, this dude is using your last name as a way to show you he digs you. There's something cute about calling someone by their last name, so take his cue and ask him to name a restaurant this Saturday night.

Whenever anyone calls me by my last name, I feel like a basketball player being pepped up by his coach before a big game...Oddly, though I find it kind of cool. Here I am, a bookish, sweet girl, feeling like a big, tough star athlete.
In some cultures, you refer to someone by their last name instead of their first...but I don't think that's the case here.
If 95% of your friends call you your last name I don't know why it should come as a surprise. That'll just be your name to him!
I'm an active athlete, so I have a lot of guy friends that I've met or played with on various rec leagues. To all those guys, I am my last name, as is everyone else, unless they have a goofy first name/nickname that's fun. I did notice that the guys who were interested in me or that I ended up dating as a result of those activities did NOT call me by my last name before or while we were dating. After things didn't work out (I suck at dating), they'd always slip right into the communal use of my last name as my identifier.
