Probably. In fact, the chances are that yes he does. It's just that he's not sure how much and what he wants from you...something you have to respect since so many folks just dive head first into the quicksand and then wonder how the hell they got stuck.
Let him take the lead. If he really likes you, he'll find a way to let you know. I do think that him not trying to have sex with you was nice on his part because he's telling you that he doesn't want to completely lead you on in the event that he's not sure what he really wants.
So take your time. Chill, and let him dictate what happens. If you decide he's taking too long, then let him go. Move on.
I was in a situation very similar to the above, and I think girls' bff answered this perfectly. Sounds like he does like you, but he's just sorting himself out.
He could also be trying to show respect for you. Some guys feel like moving quickly isn't a long-term relationship move and that if they really like someone they should wait. I'd give it some time, let him make a move when both of you are completely ready.
