Make eye contact until you know the color of his eyes. Sounds a little silly, but it’s long enough for him to notice that you have noticed him. Smile when you do that along with a friendly “hi” always seem to work for me. You got this girl, go for it!
I distinctly recall another OP asking how she should talk to a black guy on a train, or some mode of transportation. I asked the OP how she talks to white guys.

Sounds like you see this guy all the time on the train, so you can slowly build up to a full blown conversation (if he's receptive). You know one day just smile and say hello, then maybe the next day you can say a little bit more. This way you can slowly build up your nerve,

Slowly building your nerve while becoming the person who always smiles or says hello on the train but never shows any interest. Better to ignore him and be totally oblivious to his presence until you're ready, then you can "happen to notice him and say something".
