Sure you can let him know that. But be prepared for some resistance. Not sure if you're aware of this but people don't really like being told about themselves. Even if they swear they're trying to get themselves together.
But there's a way to break any news. Come from a place of honesty and fairness. Perhaps he has no clue how his actions affect other people so maybe explaining that to him could help.
The point is, as long as you're doing it because you really do think he could use the help and not as a total judgment, then it should be fine and will probably be acknowledged as such. It's when folks go being pissy and insulting where communication breaks down.
So sure tell him. Help him be great.
