Seems like your boyfriend has control issues. He doesn't mind having the conversation on his terms so long as he's comfortable. On the other hand, it depends on how you bring it to him as well. It could be that you basically throw a wedding dress at him and say, "HOW COME I HAVEN'T WORN THIS YET!?!?!"

But I beckon back to my initial point. My guess is that in most facets of his life, your boyfriend likes doing things on his own time so that he can be comfortable with whatever happens. There's nothing wrong with that unless in every instance you are left holding the bag because you're interests never get discussed or addressed. Though I can't understand why he'd lob the "m"-word out there if he wasn't ready to talk about it at any and all possible times. But hey, I don't know the dynamics of your relationship either.
Your boyfriend just doesn't want to have a convo he's not ready for - which is okay. However, in relationships, you often have to deal with things neither person is comfortable with and he's going to have to learn to suck that up.
He'll learn. Eventually. Plus, look like at least you're both talking about marraige.
