No dis here, but you're not much of a "best friend" if you're actually considering telling your best friend that you like her boyfriend.
For one, why in the hell would you actually do that? You didn't say he is coming on to you and you two have unmistakeable chemistry that cannot be denied. At least in that scenario it's a two way street. I'm sure there's A WHOLE LOT to this story, but as presented, you kind of sound like a selfish asshole.
Your rationale seems to be that they just started dating so its okay to infringe upon her new relationship because it hasn't lasted long enough for them to develop feelings that cannot go away quickly.
Basically, no harm no foul.
However, if this is really your best friend, wouldn't you want her to be happy? Stealing her man isn't exactly the greatest way to show that type of love. In fact, it's third right behind a blind date with R. Kelly and "my first line of cocaine" as most jacked up things you can do to a best friend.
Oh, and to answer your question, the best way to say it is like this:
"Hey BFF, I know we go back to the sandbox and we're down like four flat tires, but I'm really feeling your boyfriend and was kind of hoping you'd move aside so that I could make that thing real with me and him. I'm pretty sure that he and I could work out and you can find somebody else, I mean he's not the only game in town. Besides, between you and me? I think he has the Bee Gees. So what do you say? Man swap? Only, I don't have a man to swap with you so you'll be lonely for a second. But the sun will come out tomorrow anyway and you have a great personality. Mkay? You won't even miss him. I promise. You know you're the greatest, right? Great. I knew you'd understand!"

I say you should tell your best friend that you like her new man just as Panama described and get her up to speed on the REAL type of friend you are.
Who knows maybe yall have that kinda friendship, she steals your man first then you get back at her by stealing hers but you don't know how, so you get on here and ask. MAYBE? If that's it then by all means disregard the excellent advice Panama gave and just snatch him up.
But I doubt that's whats happening here, just take a step baby girl and read what kind of question you REALLY asked. I bet it isn't what you really wanted to ask, try again.
WOW - to think I USED to have a "best friend" like you. Well not really like you - WORSE than you!!!
She decided she wanted my life.......and actually got a good part of it. She had her husband of less than 1 yr commit suicide while they lived in another state.
She wanted to come back home - but had no where for her and her son to live right away. I said they could stay with our family for 2 months max. while she got SS paperwork taken care of and looked for a place to live.
Two weeks after her husband died she started going after mine, behind my back. It took her 22 months to finally obtain her objective - he walked out on me and my daughters the day before our 16th anniversary.
Almost a year and a half after he left I am really happy....they are together, not married and don't appear that happy.
If you go after this guy be warned...........you'll get what you deserve and you'd better be prepared because it might not be what you were expecting!

I have the exact same problem i have like this guy adam for 5 months but i have always been afraid to tell him my feelings then the day i went to tell my best friend that i had liked him for 2 months she told me first that they were now dating i was heart broken and still am and now my mom and his dad dad are dating so i have to spend so much time with him we have started to become really close friends but i dont know how he really feels because when were alone he sits near me hangs with me touches my sides and fools around with me he has invited me into his room and we have had a pillow fight i am starting to crush on him even more now and i have hid my feelings inside for almost 6 months what do i do! I liked him first and i feel he is starting to develop feelings for me to. I know it's not ok and i should move on but i can't i am young and don't know what love is but this isthe biggest crush i have ever had in my life and i am definetly falling for him even more than before. I feel i need to tell them how i feel but i know if he doesn't feel the same every time i have to go over there things will be different. I know you porbably think it's stupid but your noy in my position and your not me i don't belive in love at a young age but that belief is staring to fade away.......... i love him... help me... please....... what do i do?
