Yes, starting a business definitely takes money, but you don't have to be wealthy. You can get capital from investors, but first you have to locate them, then convince them that your business will succeed and earn them a return on their investment. For that you need a great idea and a solid business plan.
Most cities have universities and community colleges that offer extension courses on starting a small business. That's a good start. Also, read the book Growing A Business by Paul Hawken. It's not new, but it's one of the best books available on starting a successful company, which is why PBS made a series out of it.
