Why would you want to tell him anyway?
One way is to say "hey ex, I'm dating Y, the guy you played soccer with".
If the person you're dating is one of his good/close friends, I think it would be better to tell him out of respect and let him hear it from you. But if the person is some acquaintance that he knows, it's not too important whether you tell him or not yourself.
I'd say if you guys still have some sort of friendship going on just tell him. If you two aren't really keeepiong up with one another these days who cares? Though I could understand wanting to get it out there to avoid an awkward situation should you and your new boyfriend end up meeting with him somewhere.
But really, you don't have to tell him anything, but if you want to just say it. I can't imagine he'd care too much unless he's still hung up on you and has that stalker-ish thing going on.
