Umm... if you were unaware of his actions and/or he was keeping this from you, this is definitely cheating!! Especially, if these kinds of actions are not something in which you feel comfortable calling a monogamous relationship.
While he may very well be an exhibitionist, that doesn't excuse shady behavior... if that were a big part of his sexual appetite, he would have tried to involve you in it earlier in the relationship.
