Definitely start with Batman: The Animated Series, easily one of the best depictions of Batman in any media and one of the best cartoons ever made. (The whole series is on DVD.) The show was a huge hit during the '90s and introduced Batman to a new generation of fans both young and old.
As for which episodes to start with, I'd go with the two-parter that delves into Two-Face's origin ("Two Face Part 1 and 2") and "Feat of Clay," the brilliantly haunting origin of Clayface. (The second part is easily one of the best half hours of television ever made.) But don't stop there-- the whole series is worth watching. If you've never seen it, you're in for a real treat.
After Batman: The Animated Series (which was retitled The Adventures of Batman and Robin and The New Batman Adventures for its second and third season), check out the underrated animated movie Batman: Mask of the Phantasm. I was never a huge fan of Batman Beyond, the series where an old, surly Bruce Wayne mentors a new Batman in the future, but the movie, Batman Beyond: Return of the Joker is a must-watch. Next, check out Justice League Unlimited, a fun series which explores Batman's relationship with Wonder Woman and includes some neat references to Batman: The Animated Series.
There are tons of Batman-related animated movies of varying quality (I recommend the Superman/Batman crossover World's Finest, the anthology anime-style flick Batman: Gotham Knight, and the Justice League origin story Justice League: New Frontier) as well as other series that feature Batman in either starring or supporting roles. (Batman: Brave and the Bold is pretty fun.) You could stock an entire section of Blockbuster with Batman animation, assuming you could find a Blockbuster that was actually still open.
