He's not interested. There are few worse responses to "Do you miss me?" than "kinda." Sure, "no" is worse, but who is going to say that? Writing "kinda" back is basically saying that he hasn't really thought about you in the past week.
"Kinda" is code for "not really." For instance, I kinda want to see Rango. I like Johnny Depp, the animation looks pretty cool, but I don't really want to pay $12 to see it in the theater. I'll wait for Netflix, or maybe I'll catch it on TV in a year or so. But if I never see it, I'll live. Similarly, this guy is saying "I miss you I guess, but if that other girl I met during bar trivia night texts me or if my buddy wants to play Call of Duty later, I probably will forget all about you."
Also, for future reference, asking if he missed you after a week might be coming on a little too strong. Asking if he missed you makes it seem like you're really into him. He might be interested, but not to the point where he misses you after nine days. Is this a new relationship? How many dates have you been on? If you've only been on one date, it's best to not scare him off right away. Though if you haven't heard from him after a week, and he gives you that reaction, it's safe to say you should move on. Also, he seems "kinda" jerky. "Kinda" isn't worth your time. "Kinda" is the response I give when people ask me if I like cauliflower or the filmography of Mandy Moore.

Nick's right hun, he isn't interested and it's best to move on. One of the things that I've learned from the wonderful men on this site, is that when a man is interested he lets you know i.e: texting, calling, smoke signals.
Good Luck sweetie!
i like how you know it's exactly 9 days...b
What if a dude you haven't heard for a while writes you "I kinda miss you" instead?
He should pick up the phone & call you then...
We're 7000 km apart...
If he misses you enough to send you a text (unless you meant was a letter which could be more personal and therefore a different situation) 7000km away but not call you 7000km away?
I think if you want to say "Oh, hey he's just not calling me because he kinda misses me and we're 7000km apart" you making an excuse for him. And making excuses isn't a good foundation.
