Yes. It's probably a sign he's not into you. There are other reasons for him being flaky. He could be wrestling bears. Or caring for war orphans. He could be on a business trip or kidnapped by ninjas settling an ancient blood feud. It could be his wife or girlfriend suddenly woke up from that coma.
But let's not waste precious brain cells trying to guess this guy's motivation. It's pointless. Who knows why people do what they do. Instead, I'm going to focus on you. Why do you care, besides the fact that there might have been an initial attraction? I mean, rejection hurts, but it's a superficial pain. It will only sting so long as you want it to.
This dude is playing games, and therefore, isn't worth your time. Chances are, he'll call you back at some point. When he's bored, or sober, or realizes your obvious awesomeness. But you'll have moved on by then. RIght? Right. That he's so undependable so early on is ample evidence that you two were never going to work out. So this is no big deal.
Although if he really was spending that time saving war orphans from bears, you would be missing out on a pretty primo boyfriend.

I went thru something like this very recently, except we had a past history, we went to highschool together, and had an intimate past, we reconnected everything was going smoothly we talked on the phone everyday for hours, I mean 6 hours at a time, then boom, it all stopped, then he finally said there will never be an us, talk about mixed messages, and now almost 2 months later he starts emailing me, how weird.
