Well generally that depends on if the recipient of your statement said, "no take backs" after you said it. If they did, then, I'm sorry, you cannot take it back. It's the rules. I didn't make them up.
Then again, it also depends on what you mean by love. Like, if love = sweater? Then sure you can take it back. Perhaps for you, love = dominoes and you can TOTALLY take those back.
BUT...if love is like spilled milk, well you can't take that back. Sorry Charlie.
My gut tells me that you mean the actual "love" that you told somebody and that just seems odd. For one, if you have this desire to "take it back" then you didn't really love them in the first place considering the cavalier nature you're asking this question. However, it's your life (no Bon Jovi) so you are more than free to tell somebody that you'd like to rescind your offer of love.
The thing is (and this gets to your second question) perhaps you should really consider whether or not you really love somebody before you go telling people all willy nilly. That will reduce the need to take it back and would totally thwart the "no take backs" policy that's been in place I'm guessing since the Crusades.
If you're having doubts about loving somebody that you told you loved, sure you should mention it to them. As long as you didn't just tell them yesterday because you had on a red shirt and it seemed like a good thing to say to somebody when you have on a red shirt.

well, if you aren't at all interested in the relationship anymore than that's called a breakup. but if you're in the 'how do i really know it's love' stage and feeling awkward for blurting it out too early, then just don't say it anymore. if he wants to baby talk and starts a 'no, i love you more' fight, just say 'you know, i think i may have been trying to rush things a bit, and baby, i just i want to soak up these moments without overthinking them.' and immediately remove your shirt.

its obvious when a guy tells a girl that he loves her and then takes it back is his way of letting her know that it slipped out and he didnt mean it and that he dosent have those kind of feelings for her and that's why when it comes to getting to know someone you cant take back something you said to that person unless you dont mean it then you take it back.
