Emoticons have lost any meaning. I don't even know if they ever had any meaning. They were just a widget thingy to play with in your info pipe talk box. They also always seemed like a poor representation of the full spectrum of human emotion. I swear to you, I once got a condolence text about a recent death in the family, and it ended with a sad face. Emoticon's are like stickers on High School notebooks -- cute, amusing, not an indicator of a person's values or worth. No, I don't believe in unicorns. But the sticker is neat-o.
In fact, emoticons have turned into a bizarre, purposeless form of punctuation. I would not read anything into them. He's probably being friendly. There's a difference between "friendly" and "flirty." Friendly is good, as it's the first step to "flirty," which is all about intent. That intent being to charm your pantaloons off.
And if he was being flirty, then he fails. Flirting should be subtle, but obvious at the same time. That's why a wink, when well done, is so great. It's fleeting, but direct. And flirting via text should be the same way.

So we are back to the essence of the question, if smiley faces are essentially void of any clear conclusion of whether someone is flirting or not, how does a woman know if a man is flirting in an email? I am dealing w/ a situation right now and I cannot tell if the guy is being friendly or truly flirting and looking for more than friendship? HELP...need some clues...oh and yes his emails to me are full of :), ;), and :P
If he is flirting, you would probably know it (unless he's awful at it). But if you're really unsure about how to read his messages then you should send him a flirty response. He'll either pick up on your tone and build on it in his next email or drop it and you can just play it like you were teasing.
As a guy, I NEVER use emoticons to signal flirtiness. However, since most guys probably have no idea how to flirt anyway (we're usually over the top obnoxious, inappropriate, underwhelming..basically clueless when we're trying to express interest) it is wholly possible that this particular chaps attempt at flirtatiousness is made complete thru smiley faces and the like. Hell, it seems really uber emo to me so I could see how some dude would think a chick would like it and think of it as cutesy and adorable, etc.
Basically, flirty. I think you can assume that any dude who uses smiley faces is probably either flirting or really okay with being corny. You just have to figure out who you're dealing with.
My favorite emoticon-like flirting has to be the one from the movie Me And You And Everyone We Know.

I may answer my own question here, but I recently sent one of my profs a very neutral, topic-related question in an e-mail. He wrote back with a "close but no banana" and a winky emoticon next to it. (I included a winky back). Cutesy spins on e-mails have ensued since, but I believe he's in a long-term relationship so I'm not holding my breath.
