Um, I'm going to say that it's acceptable but reaaaaaaaaaaaaaaaaally not recommended. And it's only acceptable because ya know, you're stopped and technically you shouldn't be holding up traffic while you're stopped. The only reason I don't recommend it is because my guess is its taking others to honk at you to remind you that the light has changed from red to green. In general, most people HATE the folks you have to keep honking at. Don't be the honkees.
No pun intended. Hell, I'm not even sure that pun is possible. Moving on.
You can't wait til you get home or are your hormones just raging that much. Just don't kiss while driving (trust me, it only works in the movies...just...trust me) because that's no bueno. Other than that, just make sure you aren't going to kill anybody with your antics and have at it...though again, I don't recommend it.

I think this is more on the side of adorable than annoying.... Well, I've done it.
A quick peck should be fine, or a longer kiss as long as one of you has an eye on the light(as unromantic as that renders the kiss. :P).
One of my exes and I did this almost constantly. He was just a very affectionate man all the time, even outside of his car or work truck, and it was just a part of who he is. When driving his hand was always on my knee or the back of my neck or holding my hand, but red lights were kiss time, even if it was just a peck. So I vote for adorable - a man who shows his affection is good not bad.

It's really difficult to get time together, so we take what we can get. We are definitely not reckless, though. Lol
