I dated a guy about 2 years ago who was similar. He told me (at our 3 month "where are we going" talk) that sex meant a relationship commitment at the "next level"...(above dinner dates, I assume) and he didn't want to go past that line because he just wasn't ready for a full on relationship.
I would sleep over, we would kiss and cuddle but that's it...had oral a few times and YES, he got hard all the time with me. Weird.
I let it ride for 4 more months, a total of 7, and he started getting squirrly when I asked about meeting his friends, etc.
I even asked him if he thinks he could be gay (in a nice way). Nope. He said that he is just different that way.
We talked every night...and texted daily...he didn't have a porn addiction, wasn't seeing anyone else, had guy friends to do guy stuff all the time....and he was just avoiding commitment and intimacy.
I finally gave up trying to wear him down...haha....and I moved on.
Just sharing that it was a weird sitch, and if I had to do it again, or advise others, I'd say, even if he is a great guy, sexual compatibility is uber important in the long run.
Better to evaluate sooner than later.
