I had the same problem. He would shower every day, twice usually, so I didn't have a clue what it was for ages. Turns out he a) just stood under the water without actually washing or using soap or shampoo or anything anywhere and b) was terribly at.
I implemented a bathroom rule of him having to use toilet paper after peeing, as well as actually standing there and watching him shower properly.
