If he didn't cheat on you physically, he most likely did emotionally. Either way, they needed enough time to build back up their chemistry before getting back in a relationship again & I'd be willing to bet you that they did so on your dime.
There's no way to know for sure. Might as well toss a coin.
Normally, I would agree with Cary on situations like this but a question I have stops me from agreeing completely. Why would he feel he needed to leave the dog with his ex instead of you, his parents, brothers, sisters, friends, etc? There is a multitude of people he could have asked but instead chose to leave the dog with the ex-girlfriend and unless everyone close to him has a straight up fear of them, small children, or is allergic, I can't see a reasonable explanation to leave the dog with her. Even if he once shared the dog with her, he should have had enough respect for you to follow through with other options or at least had the decency to put you at ease on your suspicions. To me, because that didn't happen leads me to believe he wasn't over her and whether he physically cheated on you is moot. He was probably mentally checked out of your relationship already.
