As you probably know men don't wipe their penis heads after peeing. They shake dry. It's not an exact science, but it does the trick --for the most part. There will always be a drop or five that lands back in the undies. Occasionally no drops, usually some and here and there - an errant drip. As I've said in the past, things like a little pee pee in the pants is just the cost of doing business as a human.
But what you're describing sounds a bit out of that spectrum and might need to be addressed. Not all sphincters are created equally, and it appears your man's pipeline has some weak valve work. Consistently yielding pee soaked boxers at the end of the day is not normal. Your man is either naive or too embarrassed to deal. Maybe it's always been this way for him; maybe it's a new thing in his life, but regardless conferring with an urologist sounds prudent. I assume he's not 76, but think about it (and share this with him) if he's overly trickling/leaking/spilling/dripping now can you imagine the status in 20 years?

My boyfriend sort of dabs his penis with toilet paper after he finishes peeing, and voila, no wet drops. He's the cleanest guy I've ever gone out (washes really thoroughly as well) with and having never thought about it before with my previous partners, it's SOOOOO much nicer down there with him.
Frankly, all guys should do it. Why do people think it's acceptable for guy to be unhygienic like that? Having had the experience on poorly planned camping trips, it is possible for a girl to shake dry too - with no more drippage than the average guy. But I'm sure that the questioners boyfriend would take umbrage if she started doing it. Double standards. Again.
