Psychotic...I don't know if I'd go that far. It's definitely a red flag though. And he's definitely full of sh*t.
Here's my best guess as to what happened with your dude. The guy you're hanging with likes you and you like him...enough. Except your busy. You do the smart (and guy thing) and tell him that y'all should fall back. He was probably caught off guard because instead of playing the "let's make it work" card, you pulled the dude move and took all his power. So he was stunned. In fact, the entire three weeks that you two weren't talking, he was at his house or work or whatever replaying what you did over and over. He stayed in his feelings about getting kicked to the curb so callously that he came to the completely ridiculous realization that if he's thinking about you that much, he must have feelings.
Le sigh.
So I know why you'd be annoyed. Because that's annoying. The thing is, it usually happens in reverse.
Now, had dude kept around peripherally - via random text or more random late night phone calls - he would have just been trying to hit. But this cat, who doesn't know you, was in his own feelings and decided that they were feelings for you. Classic transference of emotions. You stole his thunder and now he wants to marry you.
Welcome to the jungle. Sweet baby Jesus. He just got boomeranged and didn't know what to do.
Hell, that's the entire premise of the movie Boomerang. From 1992 starring Eddie Murphy.
Anyway, just tell dude that he doesn't have feelings for you and that you're just not interested at this point. But be careful, this is how men become stalkers.

Update: around the end of Deecember, I tried to gently indicate that I still was not interested... It ended up turning into more of a rude 'I don't want to talk to you anymore." Whoops :( Anyway, he got the message. So end of February -2 months later - we ran into one another, and the chemistry was tangible! I mean the kind of sexual tension out of CSI or something! He said he thinks it means something that we keep running into one another. I said no, it's just coincidence, but he started calling/texting asking that since I have much more free time now, can I share some of it with him... I said as friends, but I really just want to ease the tension, if you know what I mean... Too risky? Should I just stay away?
