A 29 year old woman claiming to be 21 doesn't suddenly regain the innocence and joy in life that the years have erased. She'll look, and act, like a 21 year old that has had a hard life.
A lie is never a good foundation for a relationship. If he lies about one thing, he may lie about others. Still, unless he is lying his age downward to appear much less creepy about going out with a 16 year old, this type of lie is fairly harmless.
No, men lied about the age downwards all the time, with girls half of their ages!!
