Are you sure you're actually dating? Sounds like you're just really good friends. Unless he's secretly gay, I can't imagine why any guy would wait that long to make a move. Even a shy dude would get to second base after six months or so. Three years? There's taking your time, and then there's, "When I started dating this guy, Bush was still President. When is he going to kiss me??"
Seriously, though, if he hasn't at least tried to make out with you there are only four legitimate reasons:
1) He's ultra-religious and is holding out until marriage.
2) He's gay and needs your help to come out of the closet.
3) He's in the 7th grade and terrified of girls.
4) He's a Russian spy and you're his cover. Sorry, but he's only dating you in order to funnel military secrets to the Kremlin.
Why have you put so much time into a guy who won't even kiss you? Ask him what's going on. Or, better yet, make the first move. It's well past the point where you should have done that, but, hey, you might as well find out if he's actually into you. And please--- don't wait another three years. The world might end in 2012. Might as well get a little action.
