I've got to admit, this is a new one on me. And it's obviously baffling you. So, you know what? Ask him. Worst comes to worst, he doesn't tell you and it'll just remain a mystery.

If I were to hazard a guess, I'd say he was trying to show off. Pulling up his shirt to showcase his abs, and pulling up his pants to outline his penis.
All of this sounds like silly attention getting tactics. If you like him ask him out. If you don't, just ignore him until he gets up the cojones to actually ask you out then let him down gently.
But does that actually work? As a woman, have you ever went out with a guy because he pulled some kind of attention getting tactic? I ask because I do see guys do it all the time, yet it seems just so lame and for me never worked.
It sounds like an immature way to get attention. I am going to wager a guess and say they are early high school. I have never seen or heard of an adult man doing this. And to answer your question, no it does not work.
Does he watch Animal Planet a lot? This sounds like some sort of mating ritual.

At the moment, I'm in junior high, graduating this year (woohoo!!!!) but I'm bi, and a lot of other guys know. This 1, he does exactly the same as u have described... I sit down in my seat, he walks in front and he sags then as he walks away he pulls his shorts up.... Then this other 1 sighs, stretches a lot and sags. I think the person ur talking about, I think he likes u but he may not want to tell u either bc his friends don't like u, or he is just too shy to tell u... But if they sigh and stretch a lot around u they are trying to show u off their "goods" (if thts wat u want to say)......but if u like him back u should just play along until he asks u
