I'm gonna go way out on a limb here and suggest that he means "not bad."
In other words: average.
Not great, not terrific, not terrible, not ugly as sin, not a harpy. Just average, slightly boring maybe, definitely not a ten, but still shaggable.

For some reason "not bad" is worse than just plain "bad" because if he says your "bad" then he's a no-good-idiotic jerk, but if he says your "not bad" then in sits in you head and makes you wonder about what is that he actually means. This state of being pisses me off.
I think it depends a BIT on the tone of voice and inflection. For instance: 'eh, not bad' (no emphasis) is different from 'NOT bad!' or 'not BAD!' or 'not bad at all, not at all...' and so on and so on.
Sort of like Larry David and his 'prettttyy, prettttttyy good' -- right?
