By what standard? Penises are hardly aesthetic marvels. Realistically, in terms of "things you want to have framed and mounted on your walls", penises are pretty close to the bottom of the list. They're not really designed for looks.
I guess they're ugly because they were born ugly, or have seen some hard use. But, realistically, there's a reason we have eyes in our faces and not in our groins. Ask not why the penis you see is aesthetically unpleasing: ask instead what it can do for you elsewhere.

as long as it works right and isn't carrying some sorta STD then its fine. no requirement to look pretty. Same with a Vagina (I never understood some ladies issues with how their pants pals looked..) . other parts of the body are attractive for a reason.
They did use the word some, so I suppose it's worth saying that penises are like any other body part. Some people have lovely perfectly straight right angle noses, while others have that Romanesque beak, then there's those with the sort of funky bulbous things with pock marks on them. They're all noses and some are more attractive than other, but you have to remember that what's ugly to you maybe the bees knees to another gal. Same goes fir penises, boobs, vaginas, and "any other part belonging to a man". Though as others have said, in the battle nobody parts penises are hardly the beauty queens.
To be fair... there are some really -really- weird ones out there, lol. still recall the poor guy a friend nicknamed mushroom man... she couldn't stop laughing when he whipped it out and felt quite horrible about doing so... I'm sure he wasn't pleased either.
Yeah, laughing at a man's penis is somewhere down there with "several violent ex-boyfriends in jail" and "gold digger" for worst things a woman can have or do.
YEP, some penises are DAMN ugly. If I had that hanging off of me, I would beat it dead and cut it off.
BUTTTTTTT, Im a lady and and I will say: DAMN some vulvas are excruciatingly ugly as well. Actually to think of it, genitals arent actually attractive body parts.
But they make us feel good, so we tolerate and groom them LOL.
