Because other women exist and will continue to do so. Our eyes wander because the world is filled with a lot of things to look at. See you all think we're just looking at other women. Nope. We're also looking at the myriad trees, flowers, and fire hydrants we see. But inanimate objects don't excite the senses like those partaking in kinetic motion-tivity.
We see women walking and we say (internally) "hark, a moving object, let me notice it." We speak in biblical tongue and phrasology internally.
We see boobs. We appreciate them. In fact, seeing other women makes us think about you. Real talk. If I'm out with my girl and I see a sexxy woman plodding along aimlessly I think to myself, "wow, my girl is sexxy. I'd like to see her naked right now. I should tell her." Then I do tell her and then she will feel better about herself as most women do indeed love being the lustful object of their suitor's eyes.
So you see, you should be thanking that other woman for existing for us to see so that we may want to partake and love you more and better. We like seeing new and shiny pretty things. We love then remembering that you are the new, shiny, pretty thing that loves us back.

Not all men are obvious about it. My fiance is very respectful and subtle about it. If he does it when I am with him, I rarely catch him doing it because he respects me enough to be subtle when I am around. Yeah, what a weird concept, imagine respecting a women's feelings! :)
