The whole deal of naked pics - unless the guy is your BF and half way around the world - is as baffling to me as why you can never open airline peanuts.
The guy I am seeing travels A LOT for business and frequently he will ask for a picture and some dirty talk to go along with it. He sends pictures back and while I know it does it for him to send it, random body parts don't do it for me. But if it gets him off, what the heck do I care?
“…keep pursuing the relationship” It’s not a relationship that he wants. He will use the pictures later…, when you aren’t there. (wink, wink)
I think guys* ask for these pics, for the same reason they often eat pizza until they throw up, don't remember their anniversary, and jury-rig their cable boxes to get porn. Because they don't think about the consequences.

The OP really thinks the chances of him getting a pic is slim? Perhaps from her but I bet that if he keeps asking he will receive some from some girl. With a bit of persistence most guys will end up with a pic or library of them.
They ask because it works. Why they ask seems obvious.
Good decision not pursuing the relationship - though it seems he is pursuing a self loving type relationship. I would tell him to pound sand and I would stop answering his texts or messages.
The reason is obvious...they wanted to see you body. And yes, they would love to see them especially when you're not around. Imagination still works with some if not all.
