Three Reasons:
Reason One: They are preoccupied with something. Not properly focused on you.
Reason Two: You are actually not asking a direct question. There may be a variety of ways to answer a question and dudes just aren't matching your expectations.
Example:
You: Do these jeans make my ass look huge?
Dude X: I like the red ones better.
Reason Three: He is scared to answer you spot-on. He is worried you will blow up at him...not give you the answer you want to hear. He's protecting himself and in his mind - you. Think about it; do you really want the answer?
Example:
You: Do these jeans make my ass look huge?
Dude X: Sweetheart, you're obese. Your ass makes your ass look big! ANYTHING you wear will make it look big. Why wouldn't it? Do you have invisible pants? If you have invisible pants, put those on. Then your ass will disappear.
