Well, I'm not so sure you can speak for all testicles and their primary handlers. To say all men don't perform nut checks is not true. What is true is that men, more so than women, seem to let medical issues slide. And that both men and women sometimes ignore or "play" ignorant to health matters that are super scary - cancer, AIDS, etc.
When it comes to the scrotum, things get even trickier. Most men know that the sack contains two balls, but aren't really sure what goes on down there. If you start really rummaging around the scrotum there are little tubes, fibers and the like, that are confusing. It's like opening up a computer, or looking at the back of your refrigerator. "Don't know what most of this crap is, or how it works, but everything seems to be in order. Best not disturb it."
Men and their nutsack are like two feuding brothers: There's underlying respect, a recognition of shared DNA, but an effort to not get too involved in each other's business. Yes, during masturbation we can stumble onto something erroneous down there, but by and large (or small) post shower scrotum examinations are not the norm. Fear, complacency, and ignorance prevail. That shouldn't be the case, but it's a soft shell to crack.
